Philip has a wide range of experience from utility management to water and wastewater system planning, design, budgeting, construction and operation. He is considered an expert in asset management because of his experience as an assistant director of utilities planning, budgeting, coordinating and managing water and wastewater capital improvement projects to meet development/capacity expansions, aging infrastructure needs and state and federal requirements to serve a population of 92,000. His tenure with municipal utilities provided vast experience planning and coordinating water and sanitary sewer systems to meet the demands of development and align with the vision of the community. His experience managing multimillion-dollar capital improvement and utility operating budgets provides him a firm understanding of the challenges public entities face.
